Our Board

CAPDAA's Board of Directors is led by allottees with expertise in the unique challenges of managing allotment lands. Our work is also supported by our legal advisor and outreach director.

Marty Meedan

Board Chair (Paiute/Washoe)

Marty earned his BA in Liberal Studies at CA State Northridge, his MA in Curriculum and Education from Point Loma Nazarene College (Pasadena). Before retiring, he is a served as an elementary school teacher for 35 years in northern Los Angeles County. He was the first CA Native to sit on the CA Teachers Association Board of Directors and the National Education Board of Directors. He continues advocating for Native students as part of the Liberated Ethnic Studies Model Curriculum Consortium. He currently resides in Carson Valley, NV where he is very active in the Carson County United Bowling Congress as second vice president.

Julie Dick Tex

Board Treasurer (Dunlap Band of Mono Indians)

Julie Dick Tex is Western Mono and a member of the Dunlap Band of Mono Indians in eastern Fresno County. She currently lives in Fresno, California and holds interest in public domain property in Dunlap, California. She has an undergraduate degree in Anthropology and a graduate degree in Social Work from CSU, Fresno. Julie is retired with more than 40 years’ experience working with environmental and social justice issues. She is a basket weaver and cultural bearer and serves the board as the secretary/treasurer

Florence Dick

Board Member (Dunlap Band of Mono Indians)

Florence Dick is a Western Mono Indian (Unacknowledged tribe) and a retired California State employee of 42 years. She is a resident and interest holder of two PD allotments in Dunlap. She has served on numerous Indian boards and currently sits on the Dunlap Band of Mono Indian Tribal Council.

Deniss Martinez

Board Member (Tutanaku)

Deniss earned her PhD in Ecology from UC Davis. She has worked with Tribal Communities on cultural fire in different capacities for the past 10 years. Her scholarship, activism, and on the ground work has focused on creating a future that centers the wisdom of Indigenous people, not just as marginally relevant but as central to environmental decision making. She loves working with our network to create a future that uplifts Tribal sovereignty, ensures justice for communities of color, and builds governance, culture and decision-making based on values of reciprocity, responsibility, and seven generation thinking.
